On
the 26-28th of May, 2009, the Interregional Association of Driving
Schools organized a Russian Seminar of Driving
Schools’ Chiefs that took place in an “Olymp” boarding house
near Moscow. The subject is The changes of regulatory basis in the
field of drivers training.
The Seminar was
attended by 372 persons from 52 regions:
Representatives of an ensuring department of Ministry of Internal Affairs of
Russia, as well as Russian Federal Education Agency, Ministry of Education and
Science, Ministry of Transport
Leading Russian Authors and Methodists on Road traffic rules and Safety
Foreign counterparts
Chiefs of relevant educational Institutions
Representatives of none-commercial and social organizations representing Driving
Schools
The yearly
organizations of Seminars have become a good tradition for Interregional
Association of Driving Schools (IADS). Moreover, the holding of Seminar this
year is stipulated with the fundamental changes in a regulatory basis of drivers
training and the objectives Driving Schools face due to it.
According to a
reviewing report by the president of IADS Shutyleva Tatyana, the presence of the
representatives of authorized regional departments, officers of regional
examinational divisions of State Inspection of Road Traffic Safety, leaders of
other Social Unions at a Seminar indicates of the gravity of problems Driving
Schools face today.
Recently a large
number of documents regulating the activity of Driving Schools has been adopted.
These are “Sample programs on a various class drivers training”, “Requirements
to educational Institutions and Organizations, which exercise training as well
as retraining drivers of various classes, to be equipped with technical
facilities. Requirements to pedagogical personnel
qualification”, “Sample programs on a various class drivers retraining” and
others.
Litkin A., a senior
inspector at the Ministry of Internal Affairs of Russia, in his speech gave
answers to a variety of questions raised by Interregional Association of Driving
Schools (IADS), as well as leaders of Driving Schools on practical exercise of
adopted documents, on issues to implement them and ways to solutions.
A chief specialist of
the Department of examinational works organization under the State Division of
Internal Affairs, Samsonov R., told us about changing the new programs of
drivers training.
A chief of the
Department of Organization and monitoring of examinational work under the State
Division of Internal Affairs, Baklykov V., likewise responded to issues
concerning interdepartmental interaction with a view of enhancing the quality of
drivers training.
There were also
speeches on the part of some scientists, practitioners, representatives of
foreign organizations.
