The participants of the 12th international conference
”Driving School - 2009”, representing Russian international educational
institutions in the field of practical drivers training, legislative and
Administrative Bodies, social Unions, as well as foreign representatives of
Europe and Asia:
express their support for the First World ministerial
traffic Safety conference, subscribe to the assessment of the existing road
Traffic state to be alarming, which demands a rigid attention and active
measures;
express their profound concern to the growing number
of road traffic accidents;
express an opinion that the majority of traffic
accidents occurs due to the traffic violations made by road users, whereupon
it’s necessary to create the basics of the new culture of road traffic and
its further popularization among population;
emphasize a necessity to activate the holding of
enlightening, propagandistic and informational campaigns on road traffic
behavior rules;
consider that the situation demands taking complex
and comprehensive measures to eliminate any cause of accident rates and
reduce the heaviness of road accidents consequences, and whereupon appeal
their proposals to the participants of the First World road Safety
conference:
to encourage a development of international
parliamentary and professional contacts, further the holding of
international forums and other activities aimed at solving the road
traffic problem;
to facilitate an exchange of information and
expansion of advanced experience of road traffic ensuring, conduct
researches and development of recommendations as to traffic accident
preventions on an international, regional and national level;
to take steps with the view of improving the
legislation in the field of road traffic ensuring;
to partake in improving the methods of training
and content of drivers training;
to introduce the progressive system of right of
access to traffic, monitoring of road users qualification;
to share an experience to taking measures against
the reduction of accident rate on the roads.
Knowing that the road traffic safety is a collective responsibility and
demands direct concerted efforts, participants of the 12th International
conference “Driving School – 2009” announce a willingness to closely collaborate
on all aspects to ensure its safety. Perience to taking measures against the
reduction of accident rate on the roads.
